In late September of 2014, the Strategic Growth Council (SGC) released draft guidelines for the Affordable Housing and Sustainable Communities (AHSC) Program. The AHSC Program will administer $120 million in cap-and-trade revenue this year. On October 31st, Public Advocates, its partners in the Sustainable Communities for All Coalition, and local and state allies submitted comments to the SGC on its guidelines. The comments include recommendations about how to ensure that the program meets the requirement that 50 percent of the funds are invested in affordable housing near transit, meets the additional requirement that 50 percent of funds are invested in projects that benefit disadvantaged communities, and results in investments that matter to low-income residents without displacing these same residents.
