Rachel (she/her/hers) is Senior Legislative Counsel on the Education Equity Team. Rachel cares deeply about providing children and youth with the supports they need to thrive and ensuring equitable opportunities and treatment. Prior to joining Public Advocates in November 2024, Rachel was a Senior Attorney at Youth Law Center, where she advocated for young people impacted by the foster care and juvenile justice systems by promoting access to mental health services and enrichment activities and by reducing the use of group care settings. Rachel also previously worked as a Staff Attorney at the ACLU of Illinois focusing on community-driven police reform and accountability. As a law student she worked in the Center on Wrongful Convictions of Youth, and before law school she volunteered as a Court Appointed Special Advocate to a child in foster care.
Education
Rachel received her J.D. from Northwestern University Pritzker School of Law in 2016, with a concentration in Law and Social Policy and over 200 Public Service hours. She received her B.A. in Law and Society from the University of California, Santa Barbara in 2008. Rachel is licensed in California and Illinois.
