Public Advocates, along with over 65 organizations across California, is fighting for a $500 million investment in a new acquisition and preservation program, known as the Community Anti-Displacement and Preservation Program (CAPP). CAPP would provide much-needed state funding to preserve “naturally occurring” (i.e. unsubsidized) affordable housing in California, taking those properties off the speculative market, and providing stability for thousands of renters, who are predominantly low-income people of color.
