CAPP Remains a Budget Priority for Communities Facing Displacement 

Statement by Andrés Ramos, Legislative Counsel, Public Advocates:

While the Community Anti-Displacement and Preservation Program (CAPP) — a $500 million budget request that will prevent displacement and increase California’s stock of affordable housing by removing rental housing from the speculative market and preserving it as permanently affordable — did not make it into the final budget, we are grateful to the Legislature for having included CAPP in the initial budget bill that the Legislature passed, which reflected the Legislature’s joint legislative budget priorities.

As we build a post pandemic recovery and potential recession plan, our governor and state leadership must take into account BIPOC and low-income communities who are too often an afterthought, displaced from their life-long communities and pushed into homelessness. CAPP is an important investment that will provide critically needed resources to local communities to acquire and preserve an estimated 4,500 homes that will serve over 49,500 households over the life of the program. Public Advocates will continue this work alongside our community partners to ensure that state leaders prioritize this critical investment.
