Critics of a seemingly illegal residential tower proposal near Lake Merritt for months have asked the city to scrap their talks with the developer and start over — and that’s finally happening.

The city has issued a new notice to developers interested in a 1-acre parcel at 12th Street at Second Avenue, just a few weeks after the City Council voted to approve a controversial development deal with a local firm, UrbanCore, to build market-rate condos.
