This letter was submitted to the California Department of Transportation Division of Rail and Mass Transportation in November 2016 on behalf of ten organizations. The letter makes recommendations for improving the Low Carbon Transit Operations Program, LCTOP, commenting on the draft Low Carbon Transit Operations Program (LCTOP) Guidelines for FY 2016-17. This update of the guidelines offers the opportunity to provide low-income Californians with affordable and reliable public transit while reducing greenhouse gas (GHG) emissions.
