Public Advocates, one of four leading members of the 535 Coalition, is working with Coalition partners to ensure that disadvantaged communities receive tangible, meaningful benefits from the Greenhouse Gas Reduction Fund (GGRF). As California gears up to make investments and implement SB 535, the 535 Coalition issued its recommendations for a statewide process that will evaluate projects and account for the benefits provided in a consistent way. This document explains the four-step analysis we developed to define what constitutes a benefit to a disadvantaged community, and provides a flowchart of the overall decision-making process.
