The Local Control Funding Formula
Distributing School Funds Equitably through the Local Control Funding Formula
Over a Decade of Grassroots Advocacy
In the ten years leading up to the passage of LCFF, Public Advocates worked hand-in-hand with students, families, grassroots organizations, and other advocacy groups across the state to ensure that they were at the legislative table to push for full and fair school funding.

Together, we ensured that LCFF was created by communities for communities. As LCFF was being developed, we worked alongside our community partners to embed the core principles of equity, accountability, and community engagement into the law. We continue to collaborate closely with community partners to monitor the implementation of LCFF and champion improvements.
LCFF is one of the boldest public education experiments any state has ever taken to improve student outcomes through greater equity, transparency, local accountability, and meaningful community engagement. Over the past decade, it has fundamentally changed how public schools are funded and held accountable.
Ensuring an Equitable Implementation of LCFF
After getting LCFF passed, Public Advocates and our partners have worked to monitor its implementation. Using both on-the-ground experience and high-level research, we have issued detailed assessments of LCFF’s successes and areas for improvement. We continue to advocate alongside our partners to refine LCFF to meet its promise of equity.
