This resource documents walks community members through five guiding questions to determine whether a school district can properly use supplemental and concentration funds (generated by high-need students) on a schoolwide or districtwide basis. In addition, it suggests additional questions to determine whether funds could be used more effectively to serve high-need or unduplicated students.
