This is a letter written by Public Advocates, the League of Women Voters, the California State PTA, Children Now and the Education Trust-West in a support of a bill concerning California school district’s annual budgets and proposals to cap the balance they are able to put in reserve. Public Advocates supports this bill because we believe that the bill would put decisions about what is best for students and the schools in local hands, with school officials working in partnership with their communities. The budget reserve cap contradicts that philosophy, hamstrings our educational system and sets a bad policy precedent.
