The California Surplus Land Act requires that when cities, counties, transit agencies and other local agencies sell or lease their land, they must prioritize it for affordable housing development. Public Advocates has developed a Surplus Land Act flowchart and worked with community partners in Oakland and San Jose to enforce the Act.
