Oakland city staff have offered proposals for the City Council’s consideration that would deny crucial affordable housing that for Oakland’s lowest-income residents – who are more likely to be people of color – and redirect those resources to benefit moderate-income residents – who are more likely to be white. Under the Fair Housing Act, the City has the responsibility to “affirmatively further fair housing” by ensuring that valuable affordable housing resources continue to benefit Oakland’s lowest-income residents.
