This document is a letter to WCCUSD Superintendent Bruce Harter regarding a complaint filed on behalf of parents in the West Contra Costa Unified School District concerning the spending of state education funds under the Local Control Funding Process. It is being filed under what is known as the Uniform Complaint Process (UCP) alleging that the process required under the law to prepare the district’s Local Control Accountability Plan (LCAP) has not been followed.
