Social Housing Definitions from SB 555, the Stable Affordable Housing Act of 2023

Two years ago, California passed its first statewide legislation focused on social housing. Senate Bill 555, also known as the Stable and Affordable Housing Act of 2023, authored by Senator Wahab, directs the Department of Housing and Community Development (HCD) to conduct a study on social housing and develop recommendations to the Legislature for how it could be implemented in California. This study is currently in progress and includes a public engagement process to gather input from communities across the state. The final report and recommendations will be submitted to the Legislature by the end of next year.
