Elisabeth Voigt (she/her/hers) is Chief of Staff at Public Advocates. Liz started her legal career at PA, joining as a law fellow in 2005 and later serving as a senior staff attorney. In those roles, she partnered with grassroots groups in Oakland, Antioch, and Marin County on housing justice campaigns, worked on affordable housing and transit equity litigation, and spearheaded a statewide coalition to strengthen the oversight of for-profit postsecondary schools.
Liz brings to PA deep experience building teams and advancing social justice in multiple sectors. From 2022-2025, she was a Senior Manager at Indeed, leading the U.S Social Impact partnership team that informed tech products and narrative to break down bias and barriers in hiring. Before Indeed, she served as Policy & Development Director at Manufactured Housing Action (MHAction), a movement of mobile home residents who are fighting for tenant protection policies and an end to exploitative corporate landlord practices. Liz has also served as a consultant to local and national foundations, a Special Assistant to the General Counsel of the U.S. Department of Housing and Urban Development (HUD), a field office lead on the Obama for America 2008 campaign, and a law clerk on the U.S. Court of Appeals for the Ninth Circuit.
Education
Liz received a BA from Bowdoin College and her JD from UC Berkeley School of Law.
