The Teacher Credentialing Act

Public Advocates campaigned for Assembly Bill 1219 (the “Teacher Credentialing Act”) which established the California State Assignment Accountability System (CalSAAs) in 2019, which was followed by a new system in 2022, known as Teacher Assignment Monitoring Outcomes (TAMO). TAMO provides local and statewide data that can be used to identify the scope and impact of teacher vacancies and misassignments (unqualified or long-term substitute teachers leading classrooms in violation of the law), so that solutions can be address for inequities in access to quality teaching that impact low-income students and students of color.
