Report: The RHNA Reality Check: How Bay Area Cities Say They’ll Build 441,000 Homes

The 109 cities and counties in the nine-county Bay Area have recently produced Housing Elements, plans which are meant to guide housing development and housing policy in the jurisdiction until January 2031. As part of their obligations under state law, in their Housing Element each city and county must zone sites and identify strategies through which they will enable the development of a minimum number of housing units across the income spectrum.
The distribution of projected units across these strategies reveals significant variance in how jurisdictions approach their housing obligations, with important implications for potential implementation and equitable outcomes. This brief examines the production strategies across income categories for 90 of the Bay Area’s 101 jurisdictions in the most recent (6th) cycle of Housing Elements.
