Concord Anti-Displacement Ordinance

As a member of the Raise the Roof Coalition, Public Advocates has been supporting Concord renters in their fight for renter protections to address rampant community displacement due to rising rents, evictions, and gentrification. In March 2024, the coalition advocated for and won a “Rent Stabilization” ordinance and a “Just Cause for Eviction” ordinance in Concord! Rent Stabilization and Just Cause for Eviction policies are powerful local measures that promote housing security and address the specific needs of community members. According to the City of Concord, rents in Concord increased by a median of 62% between 2011 and 2021. Moreover, nearly half of Concord renters are considered rent-burdened and over a quarter are severely rent-burdened.

The new Rent Stabilization ordinance limits rent increases to 60% of the rate of inflation or 3% (whichever is less) and limits rent increases to once per year. The new Just Cause for Eviction ordinance prevents landlords from evicting renters without a legitimate, allowable reason and gives renters a right to return after substantial repairs. These ordinances are some of the strongest local anti-displacement laws in California and are the result of nearly eight years of relentless advocacy and organizing by our neighbors in Concord.

Public Advocates, as a member of the Raise the Roof Coalition, provided support on this campaign through Housing Element advocacy, reviewing legislation, submitting public comments, and ensuring renters understand their rights under the new law.
